What ends up happening is people overheat fat or oil and it turns into varnish that doesn't easily wash off. A scotch brite blue, not green, souring pad, some lestoil degreaser, and a lot of elbow grease can remove most of this sludge buildup if you get it before it's burnt again and again.
There is also the misconception that everything should cook fine without oil in a nonstick pan. Air is never as good a conductor as oil so the pan gets hotter than it would if it were transferring more of the heat to the food, so counter intuitively the less oil you use the more likely it will turn to varnish.
The better alternative to cook low-fat in a frying pan is put a lid or silicone cover on it so the air heats up more without having to turn the burner up as high.
