It's not necessarily to have the fan on all the time (also has a 0 CFM setting to turn it off), then an automated way to turn on from motion, humidity, and then reduce speed or shut off on the timer setting so the user may not have to flip the switch at all or if they do, it can keep it going and it'll shut off unattended instead of going back to do that later.
The typical wall timer switch will do the latter but most don't do the motion or humidity sensing, nor the adjustable speeds, which *might* require a certain level of compatibility with the fan model (motor type). I doubt this would work with cheap shaded pole motor fans.
It might also require certain Panasonic fans if you don't want to rewire around connectors. Some reviewers mention that the factory humidity setting is too low for some environments and that you may need to adjust an internal screw if the fan stays on high speed continuously, which isn't mentioned in the instructions.
