Only on Windows 7 and 8.
Stick with older versions for XP, if you had the older version included in your MS Office, and if you have MS Office.
OneNote is probably one of the best gems to come out of Microsoft.
I have used it since MS Office 2003 came out.
You can install on, and sync to your portable device as well.
I use the OneNote 2003 on my XP, the new version on my Windows 7, and I have it installed on my Android tablet, all are in sync to my OneDrive (Microsoft's ex SkyDrive).

Watch the 2 minute video to see what it can do.

Thank you!
