The ring is about 12" across, but the base is about 4" across. The impeller is in the base, so the maximum fan diameter you have is about 3.75".
I've Demoed this in the store, and on high, it is very quiet. Because of the combination of small and quiet, it can't move a lot of air. But I'd say this fan is safer than any other fan you can think of since it has no blades.
I have a vornado 293HD and on the lowest setting can be felt from across my living room, while the Dyson can be felt as far as it can be heard.

5.3 GPS (gallons per second) is roughly 42.5 CFM (cubic feet per minute)
They probably are using GPS instead of CFM to make comparisons harder.
