My experience was different. If I paid with PayPal, there was no spot to apply a coupon, but shipping was free. If I paid with a credit card, the coupon dropped the shipping to zero, but had no effect on the price. I suspect the price was already discounted.

apply the coupon before you pay with Paypal, it worked for me, 40% off as well as $18.00 Shipping credit.
