The bad reviews are from people who tried to use it as a universal glue which it isn't. If only one substance did everything well then there wouldn't be so many types.
On a related note, currently has a good deal on 6 minute epoxy, 9oz for $9... might be the best per oz price I've seen for a small quantity, close to 50% off. 9oz of epoxy will go much further than a 2 pack of plastic welder, but again each has its place, though epoxy is more versatile.
Unfortunately I prefer slower set like at least 15min which they don't carry and their 30 min epoxy is still $19, though they have the 4oz size for $6:
