At least in this case M-P is pulling down the price 11-12% which has it's merits. Go for $25 off of a $450 item it's like only 5-6% which yes isn't much.
AsRock is AMD new AIB partner, and while these Radeon Phantom aren't a lot to write great about, at this price and with a bundle it's hard not to pause and note. Sure this isn't any "Top Shelf" and I liken it to the Armor Series from MSI. The cooler is a 3 pipe affair but other than Tom's review only of the contact side it's hard to figure out exactly. So yes the number one thing Eggviews say about them is they run with temperature and reviews are confirming that. Most say at stock AsRock has the fans faster than most so they add a little noise. That said the card can run adequately in most well ventilate mid-towers. The W1zzard on his early card found the power limit (Vbios) of his card held to a TDP 145W (stock) this held it back and causes it to run less than the 1380Mhz. Just bump the power limit up 15% in the drivers, and the card will give the little extra and hardly tax the card that much more. This may no longer be an issue.
This is a plug-n-play (not going to overclock) card and at this price good value. For a first time builder that's working the budget this can offer strong performance especially given just $20-30 over a GTX 1050Ti 4Gb while a strong 40% more performance.
