They're not as durable as some major brand meters costing a lot more, and this one can't measure DC current, but it otherwise looks like a good deal for an entry level AC clamp meter.
I wouldn't consider it especially dangerous as long as you follow the same good practices you would with any meter. It can't measure current in series which is where some cheaper meters pose a risk, and I wouldn't get this to measure voltages much above mains AC level (~240V), but otherwise Aneng meters have good reviews on and the feature set is fine for $9, even more than that.
