I have Windows 11 Pro installed on an old Celeron J3455 processor with 8GB and 128 GB SSD. Runs great for internet and coding using VSCode and Platformio. Did an install over Windows 10 Pro using a bootable USB downloaded from MS website. So W11 can run on some unsupported hardware as dave mentions. Also the cheapest Optiplex on Dell's website currently has a Core I5-8500 processor which is on the supported processor list for Windows 11.

There are some hacks to get Win11 on certain "unsupported" hardware, but some people don't want Win11.
