These also are great for a home theater PC. You buy yourself a gt1030 and you have a great 4k media setup.

Had 0 bad experiences with dell refurby, we buy them for work and they work great, just upgrade to ssd and it's quick

Buy one, install Ubuntu and it will work fine for you for a few years...

Gt 1030 draws everything from the PCI Express slot, which at maximum draw can only supply 75 watts (1030 draws far less). PSU is will be fine - likely between 230-300 watts.
