Not necessarily true. I have a 240 (dual fan AIO on my I7-4790 and unless it's over 80 degrees in the room or I'm really using the CPU, the fans never run and I never hear the pump. So this type of setup is just as quiet under light loads and has the capacity to cool much higher loads.
