Depends on what you value most. If it's capacity:dollar, then rotational HDD > SSD.

It is hard to imagine a gamer needing 8TB of HDD space for games, but it could make sense to store the bulk of the game installations you aren't playing on a big HDD, then swap them to your primary SSD drive to play then, for much faster level load times. In practice this means install them to the SSD so all pointers are to that location, then move them when done playing for a while then move back... or just spend hundreds more for a massive array of SSDs.
