Windows is not the problem on this tablet...Its the performance of the tablet that makes Windows run horrible.
The CPU is equivalent to 1/3 the speed of a i5 @ 1.33. What does this mean? Well I got a Lenovo ThinkPad Tablet 2 which is even SLOWER than this Toshiba tablet by almost half the speed. I installed Firefox on the Lenovo TT2, it takes 31 seconds to load!!!! So figure 15seconds to load on Toshiba. The true Windows 8 apps, the ones with Live Tiles, load much faster, probably because the live tiles means the app is already loaded in memory. I installed Bejewled 3 and despite the load time, the game plays choppy and the graphics are lacking in some stages. Like the explosions didnt have the trailing sparkle streams come off of it. And there was a lot missing. The app store has much to be desired because of the limited choices. Also MS is trying to build an app store eco system and allow developers to sell apps. This is fine but so far I didnt locate any WOW apps. Apps on IOS and Android store have a lot more to choose from obviously, but common things that are free on IOS/Android either dont exist or are a paid app on MS. Now the PLUS for Windows tablets are that you can install your home or work apps on this and it technically can run but dont expect desktop performance. Dont think Adobe Photoshop is going to be fluid by any means. It is best to run 1 application at a time on MS tablets that are not an i5 cpu.
A couple of other things... 32 gig hd leaves about 18gig free after the os, so get a big SD card for extra space. My tablet came with WIndows 8 with an upgrade to 8.1 over the air. It took 7 hours to install. It wast a wireless issue, it is the speed of the internal drive. It is very slow performance-wise
