I'm sure part of the price is due to the Segway name, but this must have a pretty substantial battery pack for a "up to" 52.8 mi range, so the battery alone is probably worth $500.
There are different classes of scooter and states have the option how to regulate them, so the 20MPH limit is probably to keep within a lower tier, since it doesn't have pedals so not really an ebike at all, rather a scooter.
I'm pretty sure this thing has pedals. They're just semi-useless, as they're just for legal purposes. In most US states, this would need license, registration and insurance -- if it didn't have pedals
