Ryobi bare tool (when retail packaged) only means no battery or charger, many of them come with at least one of the consumables like a saw blade, combo screwdriver bit, cutoff wheel, etc.

Same as any other mid/low power rotary tool? Any time you need precision to remove a small amount of material, whether cutting, sanding, grinding, etc, or drill very small holes in material where high RPM is appropriate.
As far as being cordless instead of a more powerful corded rotary tool, I don't need cordless but there must be some users who do, or just don't want to bother stringing an extension cord to the work like any other cordless tool preference.
