With only a 12V, 2000mA PSU you are right, no way it can do even 15W/ch, but like most class D, aka class T, that little bit more to the 14.4V max should get you 15W/ch which is enough for some purposes.
It is very hard to equate other amps at the low end. There may be something else for $10 but is less efficient, or lower sound quality, or uses lower quality components whether the pots, filter caps, jacks, etc.
I'm not suggesting this $36 price point is a sign of quality but anything that costs only $10, is pretty sure to be a sign of bad quality unless this was literally some kind in china, trudging through toxic waste to cannibalize parts from our trash shipped there, to harvest parts to make it. THAT, could actually make a decent amp dirt cheap, but I hate the thought of it.

This is the practically the same as the $10 Kinter amp. These are good for rudimentary applications but not for music listening. I use these sorts of amps for my DIY arcade machines but wouldn't dream of using these for any serious listening application or even background music.
