If you're wanking on a Rebate of $10, just walk-on and just buy it and not send it in!
I've got ALL the PowerColor Rebates (like 5 over the years) and today they are easier/simpler to submit, but yes you have to read carefully and be aware/recognize when and what you need to do to meet the deadline.
That said this is a excellent BfB and if hanging on to something less than a GTX960, 1050Ti or R9380 you should think of an upgrade as these Technology prices won't be this good in 2Mo's. If still with say a 280X or GTX770 league of GPU this has a lot of merit being like 40% higher.
I would avoid the lower end cards now ... there is a huge inventory in the channel and I expect that 18080 and 1080TI cards are about to get real cheap.
^ Pass what you're smoking' While Nvidia has a inventory of GP104 they won't be building GTX 1080's that just steals sales from RTX 2070 even if they had good-full chips. They don't have a bunch of the GP102 chip and they have no issue selling those as Tesla P40, rather then giving them away to gamers that have the choice to spend on the RTX unit's.
The GP104 they have can't probably make GTX1070's (or Ti) and why there's the news of then castrating them in-half and releasing them as GTX1060 6Gb with GDDR5X. That won't add much other than what they charge you while probably less efficient.
