^ Yeah, kind of ridiculous that they artificially limit the system requirements to Windows 10 version 10586.0 or higher. There's nothing about that version of Win10 that suddenly provides a required feature to be able to merge, split, extract, or combine PDFs.

PDFSam is free and only requires a 64bit OS or there are older versions for 32bit.
