Yeah, anything with the voltage selection switch instead of autorange and APFC is going to be down around the upper 60's to lower 70's % efficiency.
It uses a competent but very dated design, yet most troubling are the unidentifiable generic capacitors. If your system is really needing a ~ 750W PSU I wouldn't expect a long life out of this one, though if you looked at it as capacity:$ and don't mind the lower efficiency then it's not bad.
