$600 is a very low entry price into electric bikes. I have a RadCity bike and I love it. It cost me $1200 on a special price (normally $1500). Quality is a concern, even at as low of price as $1500. Until the last 5 years, ebikes were mostly not available less than $4000. Having said that, I have no direct comments to the quality of this product but I would be very concerned. I will also say that 250 watts is helpful but isn't a lot.
I aim to get moderate exercise on my commute (8.5mi each way; 4-5 times a week) but I am almost always on PAS level 3 which provides between 300-450 watts. On flat ground this allows me to reach a higher speed as there is quite a bit of drag on a hub motor at the higher speeds. For the hills, I have about a 15% grade on either end that I still work very hard on. At 250 watts I feel I could just manage to remain seated on the 15% grade only in the granny gear, if I chose to.
Also, with the hub motor you will be limited on the downhills due to the drag of the motor where others will fly by you. The same is true for my bike.
