Many must file to stay compliant with the law. If you want to break the law, you will eventually pay the tax AND penalties and interest. It's cheaper just to file.
Also consider an individual near retirement age that was denied any govt benefits unless he filed the unfiled returns from over a decade before. It's easier to stay current.
