Building a fairly robust gaming machine the 16Gb is what you'd aspire to. More because you don't want to gamble trying later to add another 8Gb kit that play nice. It use to be as memory got older pricing would make getting an upgrade of similar stuff feasible, I don't see that as opportune in the future. If wanting a nice home-use build that can permit good gaming, 8Gb is all you need unless you know your looking to do a specific process/software that eat memory.
If thinking of an APU build then consider this 3200Mhz or faster, based on what the mobo can handle. Most all other CPU just consider/look at pricing of 2666-3000Mhz, for most home-use you won't see noticeable seat of the pants improvement. That said buying the fastest you can afford and find is always the most advantageous.
