Take a look at the Best Buy deal. They are 2000 mAH not 5000. They are actually well made, I gave them out to a bunch of folks for a quick charge. Only $2 per battery.
There does seem to be some capacity rating shenanigans going on, one reviewer opened it to find the 18650 cell labeled as 4000mAh but if not a major brand cell, even that is suspect. Regardless you wouldn't find a good 4000mAh cell in a product costing $5 as the cell alone sells for that.
