Again not really sure how you refurbish an item like this beyond making sure all the parts are in the box. (Which usually from they're not) This should come with a power brick, a CD, maybe a network cable. You definitely should get the power brick in the box, the cable you have lying around the house and the software you can get online. So if you can deal with a rebate, $20 bucks ain't bad.
