As someone who has grown peppers for decades, I wouldn't bother with this for that purpose. Most herbs, as soon as you get some growth you have usable produce, but with peppers it takes multiple months to get a plant to size (which substantially exceeds the 12" max of this), then pods ripe, and then you have blooms that need pollinators, and they need much more soil to not be stunted, as well as more light.

You'd achieve very low yield compared to just planting them in the ground in spring.

Herbs on the other hand, I could see doing that with this, or just assemble the setup yourself with whatever pots fit the available space then whatever lighting that area needs.
