Don't waste your money on fluorescent lighting technology! I recently replaced two old, worthless fluorescent shop lights with one of these LED units: https://www.lowes.com/pd/Utilitech-4-ft-Light-LED-Strip-Shop-Light/5000858987 The sale price is good through tomorrow (Sunday the 16th). I highly recommend this Utilitech LED shop light!
^ Depends. Often 4' T8 fluorescent has a longer actual lifespan than the cheaper LED alternatives.
Lumens per watt is a little lower with the T8 fluorescents but a twin tube T8 32W, produces a lot more light than what you linked, 3K lm/tube so 6K lm vs 4K lm for the LED light.
On the other hand I would only use fluorescent for replacement of an existing fixture, where you want to use same bulbs to exactly match the light temperature of other fluorescent fixtures in same area, not a new installation.

Thank you!
