Concerns about health care providers raising premiums to cover the costs of rebates may be unfounded. The article in OP's first link states, "It was not immediately clear what incentives were offered to insurers to agree to the plan. The Department of Health and Human Services did not immediately respond to a request for comment." I suspect that the rebate forms received by health care providers as well as plan administration costs will just be forwarded to the Federal government for payment. (edit) It's been about a day since this post. I am still hoping that someone from the adminstrative staff of a health care provider will correct my understanding if it is wrong.

I ordered these kits from Amazon on Jan 5, 2022, and got a notification if my order was "undeliverable" about 10 days after. so sad..

So disappointed that someone gave you a thumbs-down for asking a sensible question. Here are some reasons why a person might want to use a home test kit. Someone with whom you've had close contact needs to undergo treatment. You are a class-room teacher and there has been a sudden breakout. A member of your work or social group has tested positive and the group decided to discontinue meetings until everyone has been tested. Since you did not ask about the negatives, I'll only address the positives. The label on the box says, "intended for the qualitative detection of SARS-Cov-2 nucleocapsid protein antigen in anterior nasal swab samples."
Note it says, "qualitative" and not "definitive". (Once again, I'm only addressing yerg99's specific question.) If the presence of the SARS antigen is detected (even if a false-positive) many individuals will choose to take additional precautions, (such as definitive-testing, self-isolation, or distancing) to prevent transmission to others such as family members.
