I recently purchased a case and fans and a Zalman LQ-310 from with a total of (3) rebates and I submitted and received all of them in a timely fashion.

That's great, I am glad it worked out for you.
Having said that, why the stores in general just doesn't just discount the items instead? this is just my silly opinion - I really dislike rebates and actually did not have good experience, but like you said that could vary.
I am no longer buying items that require with any rebates.

The reason is usually because they're depending on forgetful people who neglect to submit the rebates. For those that do submit the rebates, they want to keep track of spending habits and collect people's information in their database (Information is pretty much equal to money as much as time is these days).
With that being said, I'd really like to see rebates done similar to ' EasyRebate system, where all submission is tracked and done electronically. This way, the companies still get the info they want (still a chance of people forgetting too), and we, the consumers, get our rebates faster. But alas, I guess mail in rebates remain just to support the US post office system.
