A cabinet for sure, but Security? Not so much. Sheet metal - easy to open by prying with a screwdriver, and nowhere near as strong as your old school locker. OK for keeping guns out of the reach of very small kids and maybe keeping the dust off, but not much good for anything else.

You can be charged with very serious crimes in Texas for not keeping your guns out of the reach of children. A locked cabinet is an excellent idea compared to a high shelf.
