Might be best in areas where you have frequent rain as it looks like the faucet is a few inches up to give clearance to get something under it or attach a hose, but then that leaves a few inches of water standing which will go stagnant if it sits too long before being recirculated by more rain.
Maybe there's a plug nearer the bottom to periodically flush it out or you could drill a hole and buy a rubber stopper at a hardware store.
