With lock picks, more is not usually better. A good pick, rake, and tension bar should be all you need. And lots of practice. For this price, I'd get the Serepick Bogota.

Almost all, if not all, cases of lockpicks being illegal are under the clause of "with intent to commit a crime." Which means it's not illegal to carry them and mind your own business. But should you be caught in someones home or with a car full of stuff that isn't yours, with lockpicks on you, you will then be getting 2 felonies. In the same way anyone can drive around with a coat hanger and screw driver in their car. If that car turns out to be stolen, they would then be considered burglary tools.
