At least it doesn't have a tiny high RPM fan that would be expected to fail within a year. This might be a good card to toss into that ~ $65 refurb desktop system that was featured yesterday, though being passively cooled it would be good to leave the adjacent case slot bracket cover off to increase airflow past the 'sink.
^ Then that little fan makes a lot of noise and fails prematurely. If I'm going to add a fan I'd get a large, low RPM, dual ball bearing type and sacrifice the slot... extra slots mean a lot less today with systems having audio, GbE, built in.
It might be different if the other slots in that $65 refurb were PCIe but they're PCI so they wouldn't be of benefit to add a SATA3 or USB3 card... well, still a little benefit for USB3. If it were used as a HTPC then possibly a cablecard tuner but most if not all of those I've seen are PCIe not PCI.
