Stay away from SAFERWEB if you value your privacy. Here is part of their privacy policy which clearly states they log all of your activity: "We collect the following log files: when you logged into the Services, the IP from which you logged in, and your user name. We maintain authentication logs which include source IP address, VPN username and VPN protocol,"
Check out TorrentFreak and www.privacytools.io to find the best VPN for your needs.
And if you do anything "questionable" with PIA, do note that they ARE based in the US and are held to US laws. That means any one of the 3 letter agencies can/will tap into their networks, seize computers, etc.
"We choose to operate in the US in order to provide no logging service, as there is no mandatory data retention law in the US."

Either don't do things that would get you into trouble with the law, or monitor groups that track things like this. While we know the government taps into networks and phone lines with the supposed national security reasoning, you don't see them going after people for petty things without a particular reason for a warrant.
Millions of people use VPNs and getting jammed up using one that doesn't keep logs, just isn't happening enough to worry about if at all... unless you are an enemy of the state.
PIA has reasonably good performance, I'd consider going back to them but since I'm a past customer, I doubt that I qualify for this deal, leaving them only because I found a cheaper deal at the time.

It's not necessarily about doing things that are "questionable". Some people just have a desire for ultimate privacy, even when they access a site that extols the virtues of bellybutton lint.
If you really want pretty good privacy, then use TOR. It's a bit technical to set up, but not too bad. When TOR is set up and working properly, it's incredibly difficult to trace. But keep in mind that there have been bugs in some TOR implementations, even recent ones, that have left holes open where the source IP could be exposed. TOR also tends to be slower than most VPNs out there. It's also easy for many sites to detect the IPs for TOR exit nodes, and to block them. Still, it's free (as in beer AND speech).
^ Who is going to pull an individual's name out of a hat for visiting a bellybutton lint site? There's no cause without the activity being illegal and some reason for them to suspect you. It's privacy through obscurity even if the VPN provider was compromised.
Besides I don't want to be tied down to use of a special browser per device, nor use it only for browsing, when I can have a VPN client on a router that handles everything, or have it on select PCs if I don't want the overhead of a VPN at all on some devices, so yeah, the slowness of TOR vs paying less than $3/mo. for this, is like a very inexpensive ISP speed upgrade.
I do like a certain degree of privacy, but on the other hand, sacrificing some of it has benefits too, like Google's services even if I still block their advertising.

It would become internet news if sites/services became required to do that, you'd soon find out before it happened and without them notifying you.
