Yeah, this is probably the slowest 16GB flash drive you could ever find, but it is cheap if you just need some way to boot a USB utility flash drive to some apps and happened to be at anyway.
It can be more convenient to devote one flash drive per app than everything on one with a fancy bootloader menu, plus some old bios won't even recognize NTFS, exFAT, or even FAT32 boot media so making it FAT16 may be the most compatible. YMMV. Systems that need FAT16 to boot USB are pretty old now but they're still out there.
