Wow this still is the 1080p BfB no brainer... maintainer. While the cooler isn't super excellent a little OC (10-12% isn't out of it's norm) and really offers some fantastic gaming.
I can't say 25-30% more money ($180-200) offers anything better. Sure a 960 is efficient when gaming, but honestly it doesn't offer as good of 1080p, and for the couple of hours a day the saving isn't going to be a reduction in your bill. A 285 that rocks 974Mhz out-of-the-box. and might run $20 more (say $170) seems to be a strong contender it seem to be as good or bests a OC 280, but a toss-up at this stage.
While the 380 at $200 most Custom Clocked 960's are slightly behind, AMD isn't using it yet to via the 960, as AMD isn't looking for any price war with GM206. AMD has to use chips that are "cast-off" from the very best ASIC that go to Apple's M295X production. So AMD is not "all-in", as they "geld" chips from the Amethyst wafers, and at this point they get plenty of good chips. They probably curtail production based on Apples demand, and why we will continue to see 280 and Tahiti on the marketplace for a long time to come.
