No, it can accept a 60hz signal at 4K and probably 120hz at 1080p if you can find a source. However, the display can display up to 240hz - so what it will do will be either flash blank screens to allow a 24hz stream to match the film standard which can be found on BD or DVD. It can also create 'in between' frames by analyzing the individual frames and making a completely new frame that is an in-between frame that can be put in between actual frames from the source. That creates very smooth action, but also some artifacting (for example, a thrown football may briefly appear as THREE footballs in the air) and a 'soap opera' quality to the video. (that is because soaps are filmed at 60 frames in video instead of 24 frames on film)
