^ 500V from 3 x MOVs is about what you'd expect from a $9 wall outlet sized unit. Much lower and the protection would sacrifice itself for random things like an A/C or refrigerator motor cycling off, then wouldn't be there when you need it against a few KV lightning strike borne surge.
In some ways it seems like the best trade-off would be if units like these used MOVs rated lower voltage like you want, but in a bladed fuse mechanical arrangement similar to those used on automobile, so the average person could pull and replace them without a soldering iron or even opening the unit.
