Can't be much more than a 7Ah SLA battery in it, so probably good for about 200A cranking, less when cold. Keep in mind that anything else you'd get for $30 or under, especially those little Li-Ion cell jumper packs, have grossly overrated cranking amps so you can't really compare except by battery size.
Might be suitable for a small 4 cylinder engine, or midsized engine in temperatures above ~50F and otherwise in good working order (starts fast with a good battery).
These might be old stock, if the battery voltage is already down under 10V I'd return it.
