^ It could be designed to do that. When the charging device is full and no longer charging at the same rate if any trickle at all, the inductance in the coil on the base will change.
It would merely be a matter of sampling and comparing that similar to how Delta -V NiMH battery chargers detect voltage change at end of charge.
There are probably ICs already in the market that would do most of the logic, but of course that raises R&D and manufacturing costs. However it may have that type of circuit since it does have 3 LEDs to show charging status.
