The new FAA regulation, any radio controlled aircraft that weighs over 1/2 pound has to be registered by using the FAA web site or risk a fine.

Enough intentional and unintentional stupidity has occurred with these that some form of regulations need be enacted. There is a lot more to come in terms of protecting privacy concerns etc. The case in Kentucky were the guy shot the $450 drone accusing it of potentially videoing his daughter in his backyard is interesting.

How are you going to get caught unless you're doing something you shouldn't be?

IMO, the average non-commercial drone owner buying something over 1/2lb, bought it with the intention of flying it where they have no permission to do so.

Instead of registration, I'd be okay with every instance of a drone flying in an area without permission, resulting in an automatic fine, except that doesn't solve all the potential problems.

Are we supposed to just allow random surveillance drones to fly everywhere, even over military installations like nuclear submarine sites, or around critical public infrastructure like power plants?

Doesn't there need to be a way to track a captured drone back to the owner? That requires registration. Who should bear the administrative costs of this registration? Should it be those who don't own drones, or those who do? $5 is getting off easy, most registrations cost more than that.
