For a card that supplies 1080p gaming with most higher settings under $100 is good BfB. Sure just a single fan, but it's a aluminum fin-stack with two heat-pipes. More often at this level you'd see a less efficient aluminum extrusion and no heat pipe.
Here Steve Walton (definitely not a reviewer that sides to AMD) has a 265 in his GTX 950 review of a Palit GTX 950 StormX Dual with a Boost Clock @ 1241MHz it's a middling-shelf of 950's and figure something like $160 (75% higher cost). The thing to remember with such B-M's is they are using an i7 probably at 4.3Ghz and 16Gb of ram, not really the machine folk buy $90-$160 graphic card for. So factor that such 5-7fps leads aren't as dramatic on an i3/FX6300 CPU. In most cases the difference is 10-13%.
