When buying an inexpensive mountain bike, I'd definitely recommend a hardtail over a full suspension.

Agreed. At this price point, I'd rather get a full rigid since the suspension on inexpensive mountain bikes are not designed for serviceability or longetivity when regularly taken to the trails. (Same goes for gears and brakes.)
