^ Cigarette lighter outlet current limitation. They could build the tool to develop more torque but then a large % of customers would be blowing lighter outlet fuses.
Based on the video reviews I saw, and I don't know how they accomplished it mechanically, it seems to build up potential energy to deliver a lower frequency of impact blows above 100 ft lbs. Maybe it's winding up then releasing a spring to do it.
Granted those trailer lugs might not be as tight as some, but on the following video the truck lugs should be at least 100ft lbs unless it was a staged demo with them looser than usual. https://www.youtube.com/watch?v=5awewwe4vc8
