^ Refurbished generally means (dust) cleaned, software diagnostic ran to confirm proper functionality as best it can, and OS partition restored to the factory state. The question is who applied the term refurbished, whether it was Dell, a 3rd party professional refurb company, or Blair.
As for what you can get from a thrift store, that depends on how many times and when you visit. They're probably not going to touch the thing beyond plugging it in to see if it boots, if that.
