Seem most toaster ovens get really hot on the outside. Little or no insulation. Seems a significant burn or fire hazard but must meet whatever standards exist assuming there are any. Handy but you might want to get a higher quality unit if your going to use it a lot. Might be good for figuring out if toaster ovens are for you before spending a lot more.
^ If I left something plastic on top of mine (different model but same metal sheet construction), that thing might melt, but it doesn't get anywhere near hot enough to catch something on fire.
Obviously you wouldn't want to touch the metal, rack, or glass door while it's hot but the same could be said about the inside of a regular oven... so just don't leave it within reach of children too young to know any better.
