^ Hard to say what the flash memory market is doing right now, late last summer prices had steadily declined, then rose through winter, but were projected to be falling again by now.
Look at SSDS! I was getting the low end 240GB models for ~$50-$55 then, but now they're around $75. Regardless, Dell doesn't seem to be able to offer many competitive deals unless a gift card is involved.
The flip side of that is many people do have a Dell GC they need to use before it expires and using it for a memory card makes sense if you have use for one.
