Paying more you might get HSS, but alone (ignoring metal purity and hardening) that isn't necessarily going to make a difference for hand use where it just won't get very hot.
Just don't go too cheap and get one of the $16 HF sets unless you want to be extracting a lot of broken taps out of holes. The next step up in quality above the CM would be something like this Irwin set at $176, and note that it too is just carbon steel: https://www.amazon.com/dp/B0000EI9AW
